When a project does not get done, the usual instinct is to blame the plan or the people. In practice, most of what fails sits between those two things: the day-to-day work of turning a plan into something you can hand to somebody else. This project is about that work, and about what reliable deliverers seem to do that everyone else is still trying to figure out.
